Philip C. Knudsen

Vice President - Midwest Region

Phil Knudsen joins Voorhees Associates as a Vice President, working on both executive search and management consulting assignments. He has a broad background in municipal government, with over thirty years of experience in the community development and code enforcement field, twenty of which were spent in a management capacity. He was the Director of Building and Zoning for the Village of Glenview, Illinois from 1988-2007, and with the Village of Villa Park, Illinois for two years prior to that. At the time he left Glenview, his staff consisted of the building, fire prevention, health, and tree preservation disciplines.

Mr. Knudsen has worked with many different units of local, county and state government during his career and understands the intricacies of these necessary and vital relationships. His thorough knowledge of the building, zoning, planning and code enforcement fields includes personnel, interdepartmental relations, public/customer relations, and the ability to bring various work groups together to act as a team. He possesses an intimate understanding of municipal zoning principles and their associated processes, having served as liaison to the Zoning Board of Appeals and Plan Commission during his careers in Glenview and Villa Park. He has also served as a member of three Planning and Zoning Commissions during the past thirty years and continues to stay involved in zoning matters with the Village of Prairie Grove, Illinois.

Mr. Knudsen’s background in community development gives him a unique perspective in assisting clients improving the efficiency of their permit and inspection processes, including sharing services with other municipalities and privatizing certain functions. He has worked on all levels of development, including the redevelopment of the Glenview Naval Air Station, a 1200-plus acre project now known as ‘The Glen’. This mixed-use project has a scale unlike many others in the Midwest, including more than 650 singles family homes, 675 senior living units, more than 1 million square feet of commercial space, and 1 million square feet of office space.

Mr. Knudsen has an Associates degree in Fire Science Technology, which has not only formed his basic understanding of building and fire codes, but has also given him a unique viewpoint and ability to work well with other municipal departments.
